Can we have both licensing servers up together in the same domain and are there any configuration changes that we need to do? Do I just have to install TS services on the 2008 server and go? I am aware that we cannot use 2003 licenses on the 2008 TS. Is it best to keep all licenses on one server? Thanks in advance..

If you keep both the servers then either you have to make your TS dependent on discovery for CAL issuance or you have to point different TS to different license servers. So, it's better if you make Windows Server 2008 license server as the only license server and migrate your existing Key packs on Windows Server 2008 license server from Windows Server 2003 one.
