In SBS 2003 or 2008 you are allowed two RDP connections for administrative duties, but none for running applications. You need a separate server for TS in a SBS domain, can be physical or virtual, but don't run any VM's inside of SBS. He is asking about the licensing running on the SBS, not the actual TS running on it. "Terminal server licensing was running on old sbs" I believe that he needs to move the licensing to the TS itself now, as the SBS 2008 should not be running the TS licensing service. Can't remember where I read that. I hope you still have your old server around as you may need to deactivate the licences on it.
