As I recall (having been part of this era :), it was a necessary requirement by the state of California (or maybe it was DARPA?) having paid for part of developing BSD that they both be credited for "your tax dollars at work" and simultaneously not blamed if something went wrong. Hence, the first 4-clause BSD license was literally for BSD itself needing this text. -- Randal L.
