Windows Installer opens up at all versions the old 1.2.5
and the newer 1.3.02 or 1.3.04 - terrible ...

I think that it's an installer problem, not an MP3Gain problem.

Several websites say the MSOCache folder is only used to hold a copy of
the installation files for MicroSoft Office (M-S-O and "0FF1CE" are
tipoffs). It sounds like a previous uninstall of Office did not
complete normally, so now every time you run the MS installer it's
trying to finish that process. Either that, or you manually deleted
MSOCache hoping to save disk space. More information about MSOCache:

If it's an uninstall issue, the Windows Installer Cleanup Utility may
help. IMPORTANT: be sure to read the warnings and README file
carefully before deciding to whether to use it!
