So it basically (pardon the pun) looks like it can't deliver
enough 12V current, or not fast enough at least, since the
former system's video card would cause it to use more power
than the latter (as well as the CPU).

The difference is one works and one doesn't. The line item
features don't matter, one simply can't provide enough 12V
current, soon enough. So it goes, PSU that otherwise seem
more or less equal, aren't always. From Antec they might
not even be made by the same supplier, you might peer inside
and see if they look almost identical, as they would
typically, besides the fan, if made by the same supplier.

You might switch the FX5200 into the other system to see if
it then POSTs.

Lastly, please don't post to so many newsgroups
unnecessarily. This question certainly does not belong in
the MSI group or Amd.X86- group, and such a generic question
doesn't really belong in more than one more general-topic
group either. Posting to so many tends to become
counterproductive and ends in flame wars or redundant wastes
of time and odd tangents. Short, targeted queries get the
best results.

The original 500W Basiq with only the small 80mm fan is or was made by
Fortron-Source, while the other Basiqs are by Delta. Both are very
good manufacturers, so all I can think of is that the BP550+ has
connectors that aren't making good enough contact (bent or corroded)
or its power-good signal timing isn't compatible with the MSI mobo's
(does hitting the reset button help?). Try another BP550+ from a
local store that gives full cash refunds -- Best Buy, Fry's, Staples.
