Okay, I've got the custom XML file up and running. It will archive
messages, but if I set it to go to the Junk E-mail folder, it just
gets delivered to the Inbox. Is there some additional set up to be
done?

You haven't said what the SCL value is for the message, nor what the
threshold values in the IMF are set to.

Gateway blocking is set to an SCL of 9 and set to archive, and the
Junk-email setting is set to 6. I can confirm that it is archiving
spam. When I send a test through with change set to "max" it gets
dumped in the archive folder.

The IMF is working the way it's supposed to -- but the descriptinve
text in the UI is incorrect:
