If anyone can tell me how to create an user mode application that can load
the driver in kernel space(identical to those given with sioctl.sys sample in

What type of driver? If it is a legacy driver take a look at
src\general\event\exe\install.c in the WDK. If it is a PnP driver then
you need to look at src\install\devcon and take the pieces that insall the
driver from there.
