Is there an automated way to create a standard naming convention using the
AD users and Computers tool based on the user name entered.

If you were to enter John Doe as a new user the email address generated like
John.Doe(a)domain.com for example. Or any other naming convention you would
care to standardize.

I should have also mentioned it is Exchange 2003 Standard.

Your Recipient Policy (ot Policies) should be used for this. Using
your example, this pattern should do what you ask: %g.%s(a)domain.com.

Would it have to be the default recipient policy if I wanted to make it the
default for each mailbox created? Not sure of where to addit to the
recipient policy.

The Default Recipient Policy is applied when no other is. Since you
don't say how many other policies there are I really can't answer your
question.
