What I want to do is create a bootable CD from a floppy disk. Is there
a freeware program that anyone can recommend that will do this? While
I'm at it, how about something that can create a bootable memory stick.

The El Torito spec for CDs lets you do what you're asking for.

Just made a bootable XP CD with SP2 slipped stream using the software
and instructions from:
