Posted this earlier, here's the latest:

I changed the CDROM. The new one powers up at boot but doesn't show up
in BIOS. I changed cable, set jumper to master, re-booted. No
difference from when jumper was set to cable select. Have no idea
what's going on. The other CDROM would show up in BIOS just fine but
would not boot when a bootable CD was in the drive and BIOS set to boot
from CD first.

The CDROM is definitely getting power, I see the red light come on at
boot. I have no idea what could be wrong, it's not like this is
complicated. I mean, all you have to do is plug in the cable from the
motherboard, plug in the power, and set the jumper, right?

You have to load the drivers. Without the proper driver, the machine will
not see the CD.

Check the data cable is firmly seated at both ends.
If it still isn't seen by the BIOS, (make sure its set to "auto") and
re-try the original drive. If the original drive is seen Ok and the
new one is not, then the new drive could be faulty.

Try the above first.

also be aware that there is a correct way round for an IDE (ATA)
cable, new cables are colour coded, Blue to the motherboard, Grey
(Middle) is slave and Black (End) is Master so set your Jumpers to cable
select or check they are in the correct position for where they are on
the cable, if your cable is not colour coded then the red stripe goes to
"Pin One" on the motherboard Connector there will be a number marking on
the motherboard its hard to see, if its a SATA CDROM then the jumpers
don't matter as its one device per cable.

If the connectors on the IDE cable are not color-coded, then the the correct
orientation is that one end of the cable has a connector all by itself, and
the other end has a connector, with a second connector a few inches away.
The single connector goes to the motherboard, the end with two connectors
goes to the master and slave drive.
