Well, as long as you don't reset it... So, since there are 8192 HF clocks between when Q13 goes high and then goes low, and 8192 more clocks between when it went low and then goes high again, there are 16384 high frequency clock periods in one low frequency period, so the 4060 is dividing by 16384 or, 2^14.
