Dunno what you mean exactly, but if you reset the 4060 and then start
sending it clocks, 8192 clocks later Q13 (the output of the 14th stage)
will go high, then 8192 clocks later it'll go low, then 8192 clocks
later it'll go high again, and so on, forever.

Well, as long as you don't reset it...

So, since there are 8192 HF clocks between when Q13 goes high and then
goes low, and 8192 more clocks between when it went low and then goes
high again, there are 16384 high frequency clock periods in one low
frequency period, so the 4060 is dividing by 16384 or, 2^14.

No. I am using a 4060 myself in a current project with a 32768 Hz
crystal to get continuous half-second pulses.
