We have Windows SBS 2003 R2.

CEICW fails at firewall. Upon examining the icwlog file we found the
following errors:
Error 0x80070425
Error 0x1 returned from call to RegisterMSBOExchangeBP().
Error 0x80070425 returned from call to IISConfig Set().
Error 0x80070425 returned from call to CRFireCommit::Commit().

We copied the secatts.dll file from the CD and run regsvr32 secatts.dll
successfully.

When we re-run CEICW the problem is still there. As a result we cannot
receive mail.

Your help is appreciated.
