No.

The iWork '09 applications have an option to Save As an iWork '08 file,
but if you can't get the person who created the document to do that,
you're out of luck unless you upgrade to iWork '09.

(For even older versions: iWork '08 can save as an iWork '06 document,
but iWork '09 can't.)
