I'm not sure but I "think" Suzi Turner coined the phrase.

It refers to web sites that have advertisements and embeded in the advertisements are
redirects to malware. For example, may use SWF files. Often they use GEO IP Location so
the malvertizement may not happen for known IPs, ranges and countries.
