Can't Delegate Tasks After Upgrading from Project2003 SP2a to SP3

Now when a user tries to delegate a task via Project Web Access the task is not assigned, the send and back buttons are greyed out and 5 error messages are thrown in the application event log. The error messages are posted below: Error 1 Component: PjSvrUtl File: C:\Office\devsp\project\WebClient\source\server\pjsvrutl\DelegUtil.cpp Line: 109 Error Number: 0x80040e57 Description: <Description><![CDATA[Assert Detected. The error code was also included.]]></Description> Error 2 Component: PjQuery File: C:\Office\devsp\project\WebClient\source\server\pjquery\PjGenericQuery.cpp Line: 1076 Error Number: 0x80040e57 Description: <Description><![CDATA[Assert Detected for Virtual Root 'ProjectServer'.
