Is the data corrupt and therefore requirring a re-installation or is the hard
disk dead?

I am gertting a fail and return code 7 when I run the disk diagnostics.

Is reinstalling Windows going to be enough here?

There - now you know something with your BSOD.

The registry fix will not help you at all and it is not appropriate
for the problem you describe.

You need to be patient with chkdsk /r. It could take a long time and
appear to hang or even appear to go backwards in percentage. You need
to wait it out.

The chkdsk /r will finish - or if it cannot finish, it will abort and
complain about something.

It doesn't make sense to do anything else until chkdsk /r finishes
siccessfully, but you can sure try things if you want.

I would say the disk needs to be replaced. If you have an image of your
system saved to an external drive, buy a new one and restore the image to the
new drive and you'll be back in business.

If you don't have an image to recover from, be prepared for a lot more work.
Take the old drive out and put it in a USB enclosure, or slave it into a host
machine. If the drive works enough that you can read it; copy all of your
data, email, and browser bookmarks to the host machine. If the drive won't
run, or can't be read, you can send it to a data recovery service and they
can try to recover your data. This is very expensive, be ready to spend
several hundreds of dollars.
Once you have your data, find all of your software application installation
media. Go buy a new disk; now is a good time to upgrade to a much larger one.
Reinstall Windows:

Install the drivers, Service Packs and updates for Windows, reinstall your
applications, and copy your data back.

You'll be back in business in less time that it takes to restore that image.

Thanks Jose - I meanwhile ran western dsigital diagnostics for my hard disk
and got the message "Drive Not Ready Error Status Code 0104" . the comouter
repair guy said "the hard disk is broken get a new one". is he right?

I don't know if Mr. Computer Repair Guy is right, but I would say if
the drive does not pass manufacturer diagnostics it is probably
kaput. Mr. Computer Repair Guy could just be trying to sell you a new
drive and some labor hours too. WD has a user forum for questions and
that is where the experts on WD drive diagnostics probably hang out.
They know all these things.

If you can get it to pass chkdsk /r from Recovery Console (maybe it
will take a few attempts), you can most likely fix your non booting
issue - if it used to boot. I have never, never, never reinstalled XP
to fix a non booting issue on a drive that will pass chkdsk /r from
Recovery Console. If it passes, I believe you can fix it.

If it was me, I think I would be compelled to try to get it to work (I
don't give up easily) and if I could not, I would get a new drive, put
XP on it and add the old drive into my configuration as a slave and
try to salvage off any personal stuff and rebuild your computer life
on the new drive - if there is any information left after diagnostics
(some are destructive to the HDD data). Eventually, as you discover
things that are missing and move them over, your new drive will have
all the stuff on it you need from your old drive.

I have an old 40GB drive that used to be my main XP drive that
starting misbehaving and would not pass chkdsk /r, so I got a new
drive and made the old one a slave for mostly a PDF repository and
other junk. It is still running fine, but sometimes will not pass a
chkdsk /r so I just don't run chkdsk on it anymore and told XP not to
run chkdsk on it either. Someday I guess it will just poop out on me
but there is nothing there I could not stand to lose. I would just
say Awww, shucks and pout, but not weep.
