I'm running Windows Vista Home Premium with Service Pack 2.

I have 15 "Important" Windows Updates that won't install: 9 security updates, 3 windows updates for Vista, etc. One dates back to 12/8/09 and the most recent 4/13/10. They're starting to add up.

When I try to install them, some will fail due to a 8007371C error and the rest will say pending (until restart), but then after the restart they fail to install (but no error code).

I've tried installing them with UAC, anti-virus, and firewall off, but the result is the same.

When I try to install any of them in safe mode, I get "Installer encountered an error: 0x8007043c. This service cannot be started in safe mode."

I scanned the hard disc for errors (i.e., check disc) and found none. I've scanned for viruses, trojans, and malware and have none.

I tried installing the System Update Readiness Tool for Windows Vista (KB947821) [January 2010] (with UAC, AV, etc. off) but the installation "failed" (no error code). Installing it in safe mode gives me the "... 0x8007043c. This service cannot be started in safe mode."

Any ideas?

Update: I took a look at the Event Viewer, and it looks like the "pending" updates ultimately failed due to a 0x800703f9 error. Looks like some sort of backup / registry issue?

I should also add that I have a 32 bit OS.
