Then a support ticket with Microsoft is pretty much what you want to do
at this point. Your problem needs interactive troubleshooting.

Reviewing your initial post suggests that you have no problem when using
another local account, yet you have a problem with this particular account.

I'd say it is likely that malware or another misbehaving software
application is involved.
