You may need to contact the vendor's customer support, particularly if
you do not wish to wade through the Javascript employed when viewing
the "streaming" data in a web browser.

One other possiblity would be to take a tcpdump trace of the
communication between your PC and the camera, and start reverse
engineering the "protocol" used.
