I found and resolve my problem. On L3 switch which is my router to VLANs
communicate with I set UDP helper for RADIUS packets. And this makes so kind of
troubles. So, when you have to configure UDP helper (or ip helper-address in
Cisco nomenclature) you shouldn't set ports other than BOOTP/DHCP 67 regarding
