In most cases it simply means Cert Services are not installed.

Did you install it on this server?

Where can i check if the service is installed? And, if not, can you guide me
how to install the service?
Thanks

To isntall it, Add/Remove, Windows components.

May I ask do you need Cert services? What are your intentions with it?

Then you have to decide if you want an Enterprise Root, Enterprise
Subordinate, Standalone Root or a Standalone subordinate. Your choice would
depend on what it is being installed on and if AD is involved and if you
have a public cert or you want to use a private cert. Are you familiar with
these options and the whole technology surrounding cert services? If not,
this is a whole study in itself.
