Can you change your default setting to a specific time when scheduling an
appt? Or do you have to highlight the time on the calendar first in order for
it to show in the start time?

The default time is based on your work hours. If you don't want to pick the
time on the calendar you can type it in - use shortcuts like 10a or 230 in
the time fields.
