I am looking for freeware that can recognise
Chinese handwriting (using a mouse). Any suggestion?

I used to to use one of those hand-writing little tablets
for Chinese input and that was too slow to be practical.
I think it'll be much worse with a mouse. Try this free
online tool to write Chinese with mouse:
http://www.chinese-tools.com/tools/mouse.html

I think it's a better idea to learn the MS built-in
pinyin input.
