I see the same behaviour as you when I double-click a .CLP file. The registry entries are correct as far as I can see, and adding the full path to the shell\open\command does not affect it. I vaguely recall it working in Win95 or 98, but I don't have those handy right now to check. I would not be surprised if some patch of a security vulnerability caused this reduced functionality.
