Yeah, it matters, and you have totally missed the point.

All resources are finite and you allocate emergency resources by the
likelihood of a given situation.

The phrase "justify this disaster" is self contradictory babble.

I have yet to hear anyone suggest that those responsible should be absolved
from cleaning up their mess.
