It may just need to be set in "charset outgoing"

Yes, I tried some variations of that but it won't accept it:

charset: invalid command
slrn fatal error:
..slrnrc: Error encountered processing line 44
charset outgoing "utf-8"

My working theory is that it may be related to this:
$ slrn --version
Slrn 0.9.8.1pl1 [2005-02-17]
