I know how to open tools and then customize and then commands. To drag off
what you don't want and then drag on what you do want, BUT EVERY TIME I CLOSE
WORD AND REOPEN IT IS BACK TO THE DEFAULT SETTINGS? HOW DO I GET IT TO STAY
IN THE NEW FORMAT. IN EVERY OTHER VERSION OF WORD I ONLY HAD TO DO THAT AND
IT STAYED

You need to ensure that the normal template is saved when you close Word
(and in a corporate environment, ensure it is still present when you re-open
Word).
If necessary, open the normal template and edit it directly. If you have not
changed the default location (which it appears you have not) enter or copy
%appdata%\Microsoft\Templates to the address window of Windows Explorer or
your browser and you will be taken to the folder that contains the default
template - which for Word 2007 is normal.dotm. Note that this folder is
normally hidden.

Ensure that Word Options > Advanced > Save > Prompt before saving normal
template (or its equivalent in Tools > Options > Save in earlier versions)
is checked and you should get a prompt to save the normal template on exit
from Word when changes have been made that affect the template. Obviously if
you answer 'no' to the prompt the changes won't be saved.
