You made it more complex than required:

=DCount("[ID]", "Table", "[ConditionYesNo1] = 0 AND [ConditionYesNo2] = 0" )

You could also try
=DCount("[ID]", "Table", "[ConditionYesNo1] + [ConditionYesNo2] = 0" )
