I cannot find any documentation about loading logo programs that might
explain or resolve this. Any help is appreciated.

I figured out what was meant by "Please verify that at least one logo program
has been installed." On http://msdn.microsoft.com/en-us/library/bb961459.aspx
under "Setup Procedure overview" it refers to step:
5. On the DTM Controller, run KitSetup.exe to install the various logo kits
appropriate to your requirements.

Below under "Automatically Install the DTM", at least one Logo Kit and
perhaps .NET Framework 2.0 constitute the prerequisite software in the
statement:
Use KitSetup.exe to automatically install prerequisite software and then the
DTM. When you run KitSetup.exe, you will be presented with a tree-list of
components you can install.

We had checked and installed "Driver Test Manager" first.
