The compiler options to list the Assembler code generated by IBM
Mainframe COBOL is LIST,NOOFF. LIST is rejected if OFFSET is also
selected.

You might also want to check the NUMPROC option for your compiler
version. It has impact on sign processing. That seems to be the only
point of disagreement between Charles' version and the problem version,
so that may provide an answer.
