Is there a way to obtain power state change notifications for a particular
device? I am looking for something similar to ExCreateCallback with
\Callback\PowerState, but for device state changes rather than system state
changes. I don't own the device; but I need to know whether or not it is
powering up or powering down. There is PoRegisterPowerSettingCallback, but
that appears to be for changes to configuration settings and not for device
states.
