Is this a parody of Jean Chretien, a former prime minister who was
accused of being inarticulate in both official languages (English and
French)?

That would take some effort (inarticulaccy and not mimicry).

I once made a trip to France with a bunch of Canadians (I was the only
non Canadian) I was told by a number of Frenchies that my French was
much better than theirs. At the time I was self-taught, never having
taken a single class in French and really didn't think I spoke it at
all well. :-)

If you have to ask... then I have been successful!

The French (the ones in France that is) have a particular dislike for the
accent of those French speaking folks from Quebec... They also turn their
nose up at what they consider to be the 'pollution' of the French language
by the usual Quebec habit of making up pseudo-French words from English
technical terms.

There are people in Canada who speak French, not Quebec-French, and are
generally well-received in France. All of my children learned French in
French Immersion in (English) Canada and when we have been in France, the
locals tend to think they are from the North of France and are often
astonished to hear they are from Canada (some were adamant that they could
NOT be from Canada - their accent was so "neutral"). Anyway, the French are
the French. Jean Chretien (St. John the Cretin) is a different story
altogether - politically and linguistically.
