Not sure if this is what you are referring to, but try this:
Click the Office Button
Click New
Scroll down and click Letters

You'll have choices on the right to pick from.

There are no wizards in Word 2007, however if you retain a copy of the
wizard and its associated templates from an earlier version and rename the
extension from wiz to dot, it will still work.
