Yes, VPC2007 is free. However, that is irrelevant regarding the licenses
that may be needed for the guests that you run. If you run Windows in a
guest, you will need a *separate* license for it than the Windows on which
VPC2007 is running.

That may not be correct, depending on the version of Windows the OP has on
the host machine...
