Almost any draw or desktop publishing program will allow you to import
and overlap 2 or more images and save as a bitmap.

Do a search on the page ( probably Ctrl + F ) paste in > Overlap &
press Enter

Almost any image editor will allow you to do that. Photofiltre will, for
instance.

1. Increase the size of one of the images so that you have room to paste
the other into it where you want.

2. Select all of the second image and copy it.

3. Paste the second image into the first image and move it where you
desire so that the overlap is where you want it.

4. Crop and save the result.

It's not that big of a deal.
