Yes, it should. Works here with Photoshop CS2, iPhoto '08, and Mac OS 10.4.11.

I recall seeing it happen before, but that was quite some time ago, probably
with older versions. It only happened if Photoshop wasn't already running; if I
then switched back to iPhoto and double-clicked the photo again, or if I
starting Photoshop manually and waited for it to be ready before double-clicking
in iPhoto, it would open the photo properly. I suspected either Photoshop
flushed its message queue when starting up, or it processed the "open this file"
message before everything was initialized and wasn't able to open the file.

But as I said, it works here now, regardless of whether or not Photoshop is
running when I double-click.
