My email URLs are not working. "This action has been cancelled due to
restrictions on this computer. Please contact the system administrator."
pops up every time. I am the only user and feel that I may have set
something that I should not have. Any help please

When asking a question about a software program, include which version
you are asking about. Versions exist due to *differences* between them.

What happens when you click on a link to a URL *not* in an e-mail? For
example, right-click on the desktop, create a new shortcut to
http://www.microsoft.com/, and then double-click the icon that got put
on the desktop. Did a web browser open? If not, you don't have a web
browser associated to a URL filetype, so go to the Internet Options
applet under the Programs panel and make IE the default browser.

You might also try the Reset Web Settings in the Internet Options
applet. Don't know where it is for IE6. For IE7, it's under the
Advanced panel as a Reset button.
