Versions exist due to *differences* between them. For example, right-click on the desktop, create a new shortcut to http://www.microsoft.com/, and then double-click the icon that got put on the desktop. Did a web browser open? If not, you don't have a web browser associated to a URL filetype, so go to the Internet Options applet under the Programs panel and make IE the default browser. You might also try the Reset Web Settings in the Internet Options applet. Don't know where it is for IE6. For IE7, it's under the Advanced panel as a Reset button.
