E=m (take c=1 that writes a lot easier) happens there. m becomes photon but the process is not such that *any* m can spontaneously become a photon or a whatnot. How much of the m=f (h=1 too) is similar to energy bookkeeping how much of it is real observable (beable John Bell would say) ? Sorry if I do not understand what you are talking about.
