Trying to install .NET 3.0 Framework and I keep encountering Error Code: 0x13EC

I'm working my way up to .NET 3.5 but keep getting snagged here.

3.5 will not correctly install, I've tried removing all previous .NET
installs and it does nothing to help the process.
