Have you tried the manual workaround " Using the interactive method ", that is shown in the Fixit article ? - http://support.microsoft.com/kb/2286198 At the very least, you'll know if there's a Permissions issue with the reg key that the Fixit is trying to Export as a backup or when it attempts to delete the key's Data. The error may be related to the installed AV/security suite or security software that is actively monitoring registry settings.
