Confused on the Terminology no. Forgot to mention that yes it is running both
roles Hub/Cas like alot of smaller firms are yes. So there is a connector
between this exchange 2003 server and the 2007 Hub/Cas. We also have a couple
other Exchange 2003 servers but this one in particular has the connector
between 2007 and 2003.

Check the SMTP virtual server on the Exchange 2003 server that sends across
the routing group connector to the Exchange 2007 server and verify that
there is not a smart host configured. If there is one, create an SMTP
Connector and configure the smart host there instead.
