The respective dbx folders are replaced with the ones that existed in the OEQB restore I assume, but are newer ones left alone or does OEQB restore delete them? Are accounts lost with a OEQB restore, or replaced? Account Passwords lost? Jack

If you have dbx files that are not in the restored message store, then its likely they will not be visible in OE, since the restored folders.dbx doesn't include them. You can manualy import such as follows: www.oehelp.com/backup.aspx#imp1 If you look at that referenced page, what restoring does is to merge the registry keys and then overwrite existing dbx files with the same name. It does not delete the existing files, if they have a different name.
