The Anonymous access of the default SMTP virtual server should be enabled. Since incoming faxes is routed to mailbox using SMTP settings. Although the Fax authentication has enabled Anonymous access but the SMTP virtual server do not enable it, the faxes still need to authenticated and then failed.
