In Word 2007 I have the footnote font set to Courier New 10 but the footnotes
show up smaller than the point of a pencil. What am I doing wrong?

Do you also perhaps have Superscript chosen in the Format Font panel?
That should be checked for Footnote Reference but not for Footnote
