I used to use Avery DesignPro for that. Very easy, forgiving, lots of
options, etc. A few caveats:

-It's registerware
-I haven't used it in over a year (dunno if things have changed)
-Min install size is 200MB, recommended is 800MB(!)

Known to work on Vista, XP, 2000 or ME.
