This cannot be done without loss. The rotation will involve re-encoding to
a new JPG image. Many image viewers will do this; e.g. Irfan View lets you
do fine rotation at any angle and save the result to any supported image
format.

True, but only for multiples of 90 degrees. The OP wanted 45.
