It seems that the BIOS settings fot SATA3 might not be correctly set. Refer to your motherboard's manual so as to see if: 1) SATA 3 is a regular SATA port. Some motherboards have built-in RAID SATA ports and some can only be used with RAID settings ( SATA 3 and SATA 4 used to mirror drives.) 2) SATA to PATA emulation. Some motherboards have BIOS settings to include SATA in the boot up sequence 3) Several SATA interface adapters / ports require a separate driver.

The problem was because of the Motherboard uses ULI 1573 chip which doesn't support standard IDE mode on SATA port, I'd to download RAID Driver in a floppy disk first and pressed F6 during windows installation to load the drivers from it. and that solved the problem.
