The motherboard is Gigabyte MA785GPM-UD2SH .

With the HP USB printer plugged into the PC, the keyboard would not work
during system reboot. Turning off the printer, or unplugging the USB
cable fixed it.

What could cause this?

Go into SAFE mode and then Device Manager.
Delete(uninstall) ALL USB components you can.
Reboot and let the bus enumerator rediscover all the USB Root hubs and bridge
hubs. You may have to do it a couple of times (or maybe 4)

Loss of or inadaquate current on 5V supply to USB. Power supply fault.
Motherboard fault. Look for leaky caps.

Does the keyboard work once Windows (or whatever your OS is) starts up?

If so, it could be a BIOS issue. Are you running the latest BIOS? Also,
I assume both are plugged directly into the motherboard? Have you tried
using different ports?
