The installer says "The upgrade patch cannot be installed by the Windows installer service because the program to be upgraded may be missing..." In case this helps: running MOSS 2007 build 6318. Windows 2003 SP2. .NET 3.0 SP1. Thanks for your help.

You had .NET Framework 3.0 sp1 (version 3.1.21022.8) which included the hotfix installed. That should be the reason why the error occurred. If you think the issue was caused by the .NET Framework 3.0, I suggest you to apply the Microsoft .NET Framework 3.5 Service Pack 1 (http://www.microsoft.com/downloads/details.aspx?displaylang=en&FamilyID=ab9 9342f-5d1a-413d-8319-81da479ab0d7) to see whether it could resolve the issue.
