The patch is supposed to help with workflows that do not resume after
reloading.

The installer says "The upgrade patch cannot be installed by the Windows
installer service because the program to be upgraded may be missing..."

In case this helps: running MOSS 2007 build 6318. Windows 2003 SP2. .NET
3.0 SP1.

Thanks for posting.

The hotfix shipped with KB932394 (version 3.0.4203.201) was applied for
Microsoft .NET Framework 3.0.
You had .NET Framework 3.0 sp1 (version 3.1.21022.8) which included the
hotfix installed.
That should be the reason why the error occurred.

If you think the issue was caused by the .NET Framework 3.0, I suggest you
to apply the Microsoft .NET Framework 3.5 Service Pack 1
(http://www.microsoft.com/downloads/details.aspx?displaylang=en&FamilyID=ab9
9342f-5d1a-413d-8319-81da479ab0d7) to see whether it could resolve the
issue.
