Maybe what you really want to do is hide the user from the Exchange/Outlook list of email recepients, i.e. the GAL? To do so, either don't create a mailbox, or use the Exchange Manager applet to hide this user from the GAL. There's absolutely nothing wrong with asking the BPA to ignore a specific condition, *if* you understand the full story, and it makes sense. This would appear to fall clearly into that.
